PU confirms PTI MPA used bogus document for BA degree

AHORE: The Punjab University has told the Lahore High Court that Pakistan Tehreek-iInsaf MPA Bilal Asghar Warraich had used a bogus intermediate certificate for his BA admission in 1997.

Mr Warraich was elected to the Punjab Assembly in the 2018 general election from PP-118, Gojra, as an independent candidate, backed by PML-N and later joined the ruling PTI.

Chief Minister Usman Buzdar had recently made Mr Warraich his special coordinator on sports, youth affairs and local government.

A citizen, Zahid Rasool, filed a petition in the LHC seeking disqualification of the MPA for possessing bogus academic certificates.

The court had directed the PU to hold a scrutiny into the MPA`s credentials.

A report submitted by PU legal advisor Awais Khalid says that the degree scrutiny committee, after checking the record, found that the MPA had submitted that he had passed the intermediate examination from the Board of Intermediate & Secondary Education (BISE), Lahore, under roll number 16779 in 1995.

The committee noted that Mr Warraich also provided another intermediate certificate which he acquired after passing the supplementary examination in 1996 from Faisalabad BISE under roll number 11198.

The committee observed that the candidate appeared in the B A examination in 1997 by cheating the university on the basis of wrong information, whereas he was not eligible to do so.

The report states that the MPA was repeatedly asked to appear before a PU disciplinary committee during 2013, but he failed to do so. Consequently, the committee proceeded against him ex-parte and held him guilty.

On an appeal of the MPA, the PU syndicate summoned the record from Faisalabad BISE that found the intermediate certificate issued in 1996 bogus. The syndicate in its 2015 decision quashed Mr Warraich`s results of the intermediate and the B A, the report concludes.

All Punjab Covid centers resume working

AHORE: The Punjab government on Wednesday resumed coronavirus vaccination process at different points of the city.

The shortage of vaccine had forced the authorities to close two centres in Lahore.

According to a news release, vaccination was resumed at different camps established at the Expo Centre, Lahore Press Club and the PKLI. The government had a stock of 55,000 jabs of Sinopharm, 10,000 SinoVac, 5,000 AstraZeneca available at Expo Centre, press club, PKLI and UHS.

Pfizer vaccine is only available at Shaukat Khanum and PKLI, AstraZeneca will be available at LDA complex, Azadi Chowk, and will be administered to people going abroad.

PM Imran Khan says, police to Take action against rule breakers else I will act against you

Islamabad: Prime Minister Imran Khan  said on Wednesday police force should take action against me and any minister if found break the law, adding here if the police fail to do their jobs, he would take action against them.

During addressing the inauguration of the Eagle Squad Unit of the Islamabad Police, he said there are “no sacred cows in the country” and the police should not be afraid to take action against even him or any other minister.

PM Imran Khan said rule of law is equal in the eyes of the law for everyone .

“The police’s job is to enforce the law, and a country progresses when the police do their job,” the prime minister said, clarifying that law enforcement does not mean to only send a poor man behind bars.

PM Imran Khan said the police should show mercy to the people who earn daily wages and common people, and should take stern action against a powerful person when they break the law.

“No country can have peace and prosperity where common citizens are dealt with a heavy hand by the law, while people in power get off easy,” he said.

“The Holy Prophet Muhammad (PBUH) also said that he would take action against his own daughter if she breaks the law […] he warned his people that the nations before them were cursed as they did not take action against the powerful,” the premier said.

The prime minister said he wanted the establishment of the rule of law in the country, as “might is right is the law of the jungle”.

“A human society is defined by the rule of law,” he said.

The prime minister has inaugurated the newly established “Eagle Squad” of Islamabad police comprising 100 bikes, while Minister for Interior Sheikh Rasheed had briefed the premier about the extension of Safe City Project.

The government has allocated Rs300 million on the project.

Pakistan bears 4th highest burden of diabetic patients worldwide

RAWALPINDI: Pakistan has the 4th highest burden of type 2 diabetes worldwide with more than 19 million cases per year with increasing number of affected patients due to increased consumption of sugar-sweetened beverages. General Secretary, Diabetic Association of Pakistan Professor Dr. Abdul Basit in a joint presser called the government to impose heavy federal excise duty (FED) on sugar-sweetened beverages (SSBs) to protect the increasing cohort of the population affected due to heavy consumption of sugar. In a joint press conference organized by Pakistan National Heart Association (PANAH), Diabetic Association of Pakistan, Nation Development Organization, Scaling Up Nutrition Civil Society Alliance, Pakistan Medical Association, National Commission on the Rights of Children, Child Rights Movement, Pakistan Family Physicians, Senior Physician Forum, Pakistan Kidney Patients’ Association and other Public Health Advocates, the activists mentioned that as per World Health Organization (WHO) data around 2,200 individuals were dying per year in Pakistan due to serious non-communicable diseases caused by heavy intake of sugar.

The purpose of the press conference was to expose the interference of the beverage industry in fiscal policies rolled out by the government in Budget 2021-22. General Secretary, Diabetic Association of Pakistan Professor Dr. Abdul Basit said the high consumption of SSBs like sodas, juices and energy drinks by adults and children in Pakistan was one of the major causes of obesity and related non communicable diseases (NCDs) like heart disease, hypertension, diabetes, liver and kidney diseases, some types of cancers, and even tooth decay. The public and civil society organizations have resented that the government has imposed no tax on the sugar sweetened beverages (SSBs) responsible for generating the major burden of non-communicable diseases.

Rs 189m allocated for South Punjab

 

BAHAWALPUR: Additional Chief Secretary South Punjab Captain (r) Saqib Zafar has said that the Punjab government has allocated a separate budget of Rs 189 billion for development projects in the recent budget which is 35 per cent of the total development budget of the province. He said that Punjab Chief Minister while fulfilling his promise has given the gift of special budget for the development of the region which cannot be shifted in any case and all the budget would be spent only in South Punjab. He expressed these views while addressing a high level meeting held at Bahawalpur Secretariat here. The meeting was attended by secretaries of South Punjab and heads of various departments. The meeting reviewed in detail the development schemes after the recent budget. Additional Secretary Coordination South Punjab Rizwan Qadeer was also present on the occasion. Addressing the meeting, Additional Chief Secretary South Punjab Captain (r) Saqib Zafar said that the budget allocated for South Punjab includes 2,491 development schemes which will be completed in the current financial year in any case. After the budget, the South Punjab Secretariat has got full financial powers. Now the journey of development will be taken further so that the people of this region can be given real relief. Captain (r) Saqib Zafar said that secretaries of all the departments should formulate a development plan and keep the secretariat informed of their progress on a monthly basis.

Over 450 000 in Saudi Arabia apply for Hajj

ISLAMABAD: More than 450,000 people in Saudi Arabia applied to perform Hajj this year during the 24 hours since registration opened, the Saudi Arabia”s Ministry of Hajj and Umrah said. Of those registering, 60 percent were men and 40 percent were women.

No priority will be given to those who apply early and registration will be open till June 23, the ministry added. Vaccinated citizens and residents in the Kingdom between the ages of 18 and 65 who do not have chronic diseases and have not performed Hajj in the last five years are able to apply, Arab news reported. Saudi Arabia announced on Saturday that this year’s Hajj will be limited to 60,000 pilgrims from within the Kingdom due to the ongoing coronavirus pandemic.

Hullabaloo, vulgarities spoil NA budget session

UT Desk- ISLAMABAD: The National Assembly turned into a battleground as the opposition and treasury members fought with each other using budget documents and books as rockets and noisy protests disrupted the budget speech of the opposition leader Shehbaz Sharif for the second consecutive day.

Speaker Asad Qaiser suspended the proceedings of the house three times when the treasury members, led by some of the senior ministers who had come directly to the house after attending the weekly cabinet meeting, refused to pay any heed to his directives to stay calm and kept on sloganeering, whistling and desk-thumping as Shehbaz Sharif, who had been surrounded by his party members to avoid any physical contact with the treasury MNAs, also continued his speech.

The speaker announced first suspension of the proceedings for 40 minutes when Ali Nawaz Awan, who is also special assistant to the prime minister, threw a book towards the opposition benches, which came back to him.

The proceedings of the house resumed after over two dozen sergeants-at-arms made a human wall separating the treasury and opposition members and bifurcating the assembly hall into two camps. It was an unprecedented scene, indeed, even for those who have been covering the parliamentary proceedings for decades.

As soon as Shehbaz Sharif took the floor and started lashing out at the government for its economic policies, the treasury members again stood up and started whistling, desk-thumping and chanting slogans like chor, chor (thief, thief), daku, daku (robber, robber) and `T T, T T`, a reference to the term `telegraphic transfer` often used for money laundering in the country.

When an undeterred Sharif continued his speech, some of the treasury members were seen advancing towards the opposition benches, but they were prevented from doing so by the security staff. At this stage, the treasury members started throwing the books and documents at the opposition members, who also responded in the same coin. Some of the members, including Ali Nawaz Awan, were seen and heard using abusive and filthy language. Many members from both sides raised slogans while standing on their chairs.

The opposition members sitting on back benches also responded to the treasury members with slogans like lathi goli ki sarkar nahi chale gi, go Niazi go, aata chor, cheeni chor and gali main shor hai, Aleema Baji chor hai. Aleema Khan is the sister of Prime Minister Imran Khan and the opposition alleges that she had not declared her assets and their money trail.

Parliamentary Secretary for Law Maleeka Bokhari was hit by a flying object and received injury to her eye.

She later received first aid at the Parliament House dispensary.

Besides Ms Bokhari, some MNAs also complained that they had received bruises during the scuffle.

However, the sandwiched sergeants-at-arms faced the brunt of the fight between the treasury and opposition members as they were hit by the books and flying objects.

Petrol price raised by Rs110.69 per litre

UT Desk- ISLAMABAD: The government on Tuesday increased the prices of all petroleum products by up to four per cent for next 15 days to pass on partial impact of increase in international prices.

According to a notification issued by ministry of finance, the ex-depot price of petrol has been increased by Rs2.13 per litre and that of high speed diesel (HSD) by Rs1.79 per litre. The exdepot price of kerosene has been increased by Rs1.89 per litre and that of light diesel oil (LDO) by Rs2.03 per litre.

Rs1.47tr tax-free Sindh budget: Salaries, min wage raised more than Federal Govt

 

NUT Desk – KARACHI: The Sindh chief minister on Tuesday complained over hold up of funding by the federal government that has created a financial crunch in the province while presenting a Rs1.47 trillion provincial budget for the fiscal year 2021-22 with an estimated 19 percent growth in revenue collection.

“We are facing a shortfall on account of federal transfers. During 11 months of this financial year against budgeted receipts of Rs696.9 billion, we have only received Rs623.6 billion,” Sindh Chief Minister Murad Ali Shah said. “Based on these figures, we will be facing a shortfall of Rs83.8 billion.”

He said: “Receipts of federal public sector development program (PSDP) are revised at Rs8.3 billion whereas revised foreign project assistance stands at Rs38.2 billion.” For FY2022, total budget outlay is estimated at Rs1.47 trillion, up 19.1 percent growth over an estimated Rs1.24 trillion in the current fiscal year. Receipts of the province are estimated at Rs1.45 trillion, up 18.8 percent year-over-year. The budget deficit was estimated at Rs25.7 billion.

Shah presented the budget with the opposition members protesting inside and outside the provincial assembly with placards and whistles reminiscent of ruckus at the time of federal budget announcement.

The government proposed 20 percent increase in basic salary of all its employees and 10 percent increase in pensions, besides setting the minimum wage at Rs25,000 in the province, against Rs 20,000 of the federal government. A personal allowance was also proposed for employees of up to BPS-05 grade. The percentage increase in salaries of provincial employees is double to that proposed by the federal government, which has suggested a hike of 10 percent. The total receipts of the province for 2021/22 are estimated at Rs1.4 trillion as against the budget estimate of Rs1.2 trillion for the current fiscal year, showing an overall increase of 19 percent. Receipts from the federal government on account of revenue assignment, straight transfers and grants are estimated at Rs869.6 billion. It is an increase of 12.6 percent over estimates of Rs760.3 billion last year.

However, the budget estimates of straight transfers for next fiscal year have decreased substantially by approximately 20.6 percent to Rs49.5 billion from the budget estimates of Rs62.3 billion of the current fiscal year.

The federal government is the major contributor to Sindh’s finances comprising 72.5 percent in its entirety. Receipts of federal public sector development program are estimated at Rs5.3 billion. Receipts on account of foreign project assistance, budgetary support loans and grants are estimated at Rs71 billion. Receipts from provincial own sources on account of tax and non-tax receipts are estimated at Rs329 billion, which constitute 27.5 percent of total receipts. This is an increase of 4.8 percent over estimates of Rs313.4 billion in the current fiscal year.

Punjab faces Covid vaccine shortage, Yasmin says stocks available

UT Desk- LAHORE: The shortage of Covid vaccine has forced the authorities to close two vaccination centres/camps in Lahore while some others in the rest of the province may face closure.

There are reports that only a day`s stock of the Covid vaccine is left in Punjab, an official privy to the information told media.

He says following the shortage of the vaccine, the health authorities have closed down the centre/camp established at the Lahore Press Club and the Pakistan Kidney and Liver Institute (PKLI) while the situation in some other centres of the city seems uncertain.

Recently, the Punjab government has increased the Covid vaccination centres to 657 across the province, including 57in Lahore.

Reports suggest that many people are being denied vaccine, particularly in Lahore, due to its scarcity.

The of ficial says in order to avoid criticism, the staffers are administering second dose of the vaccine, while denying first dose to people.

Punjab Health Minister Prof Dr Yasmin Rashid has confirmed that the provincial authorities have stock of vaccine for three days only.

In a statement, she says the health teams were administering vaccine to 240,000 citizens daily in Punjab against 430,000, a target set by the National Command and Operation Centre.
