Maulana Fazlur Rehman doesn’t realise the debt of gratitude he owes Imran Khan. If it weren’t for Khan would Nawaz Sharif bother about the Maulana and put up with his naaz and nakhras? The Maulana should know what’s good for him: his importance today in the government’s eyes derives only from Imran Khan.

N League MNAs and MPAs collectively should thank their stars that Imran Khan is around. Otherwise as they well know their leaders would treat them no better than their serfs and tenants. They should bow in the direction of Bani Gala and offer him their thanks, even if from a distance. Imran has taken out the ‘sarya’ – the steel rod – from the necks of their leadership. But for this there would be no opposition in the country and Pakistan would be little better than a ‘democratic’ one-party state.

Daniyal Aziz and Talal Chaudhry, if they were only to consider the matter coolly, owe their employment opportunities to the same source, Imran Khan. Without him and the need to attack him on a daily basis, who in his right mind would give them the time of day, they who are figures out of political comedy?

Muhammad Zubair, chairman of the Privatisation Commission which makes him a government servant who shouldn’t be speaking on politics but who speaks on politics and nothing else all the time, is the third of this comedy team – I almost said stooge but wasn’t sure of my editors. He opens his mouth and the words that come out are about Imran. Without Imran how would he prove his prove his existence or utility? Come to think of it, an intelligent man reduced to being a loudspeaker and apologist for the messy doings of his political masters…one can only sympathise with his predicament.

And where would Information Minister Pervaiz Rashid be without Imran Khan? He would have nothing to say. There’s also this to consider that with Imran he’s on safe ground. He says the usual things about him and no harm is done. The moment he leaves Imran Khan what does he do? He gets into something like the Dawn story – an amazing defence of the Indian thesis pushed at full throttle by the Modi government that Pakistan army and ISI are sympathisers and abettors of ‘jihadi’ terrorism.

And the Sharifs can’t figure out why the generals are not amused. With a story like this, and the lengths to which the whiz-kids went about planting it, what did they expect? Now they are running in panic mode and smelling conspiracies all around. They should be asking themselves why they got into this soup in the first place.

The liberati, aka democracy-lovers, are worried. My friend Asma Jahangir is worried, admonishing the political class in her last take on the subject not to cut the branch on which they sit. When she is worried you can tell the Sharifs are in trouble. People like her are very clear-eyed. They see everything except the rapacity of the present ruling order. Why couldn’t they have rung the alarm bells a bit sooner and admonished the ruling family to be more forthcoming about their Panama fortunes? It would have saved everyone a great deal of trouble.

Having thrown this challenge of shutting down the capital Imran should have been an anxious and nervous man. But look at him and look at his press encounters every day and unlike the Imran of yore who always wore an angry look he seems very relaxed, almost as if he was enjoying himself. And look at Shahbaz Sharif. He was beside himself, almost hysterical, when he was responding to the charge levelled by Imran earlier in the day that his front-man was someone called Javed Sadiq who represents a Chinese company being investigated for corrupt practices in several countries, among them Nigeria. Shahbaz Shahbaz had really nothing to say but he was wagging his finger, part of his trademark style, and resorting to his characteristic defence line that if any corruption against him was proved he would do this and this. And Imran tweeted that the lady was protesting too much.

Our democracy lovers have a strange interpretation of democracy. Plunder takes place, wealth is secreted abroad, there is daylight robbery going on in what are called mega-projects and everything is fine. Democracy is not in danger. The Panama revelations appear and the ruling family goes completely silent, providing no answers. And democracy lovers also remain quiet. The moment questions are asked about the revelations the wail goes up from the housetops that democracy is in danger and army and ISI are up to their old games.

Is there no accountability in democracy? Did Nixon get away with his Watergate caper? Were no questions asked of Clinton, and didn’t the impeachment process start, when the Monica Lewinsky scandal broke into the open?

If there is no accountability in Pakistani democracy, if the Sharifs won’t answer questions raised by the Panama leaks, what alternative is Imran Khan or anyone else concerned about these matters left with?

But these are academic questions. We are now faced with a real situation, Imran Khan’s protest in Islamabad to which have been added two other factors: the Supreme Court hearings into the Panama leaks, and the constitutional petitions arising from them, and the concern of the army command arising from the Dawn planted story.

You don’t have to be an astrologer to figure out that things are coming to a head. The PTI is working hard to bring people to Islamabad. My own hunch is that what to talk of anything else coming from any other direction, the procession from Peshawar comprising charged crowds and PTI leaders will be hard to stop. And if God forbid there are any clashes then the situation immediately goes out of the government’s control…and the intervention of the ‘third force’ comes all that nearer.

Whatever they eventually decide, and whichever way their verdict goes, their lordships should move fast. There is no scope for delay in the Panama petitions. Maybe then the resolution of this crisis comes from that quarter.

If not, then matters move to another level. The most popular army commander in Pakistan’s history, popular amongst his own force and the population at large, is no lame-duck and will not be one until the very moment of his relinquishing the army command on Nov 29. If all else fails it may then be time for not a coup d’état but a coup de theatre…something on the lines of what Gen Waheed Kakar did in 1993 when the constitution was not suspended but the crisis gripping the country was resolved. Gen Kakar left when his time was over, refusing an offer of extension coming from Benazir Bhutto.

Provided he puts his mind to it, Gen Raheel can achieve something similar in the month and no more that remains to him. The decision of appointing the next army chief can also be taken during this period, this not to be left to the perpetrators of the Dawn leak. And then on Nov 29 Gen Raheel can pass on his baton to his successor, to the applause and acclaim of the Pakistani nation.

‘3 Bahadur — The Revenge of Baba Balaam’ releasing on December 15

KARACHI: The official trailer and track “Band Baj Gaya” for ‘3 Bahadur – The Revenge of Baba Balaam’ was launched with the introduction of a new character, Mitthu.

This film is the sequel to Sharmeen Obaid-Chinoy’s 2015 animated blockbuster ‘3 Bahadur’.Releasing on December 15, ‘3 Bahadur – The Revenge of Baba Balaam’ features voiceovers by Fahad Mustafa, Behroze Subzwari, Sarwat Gillani, Ahmad Ali Butt, Khalid Malik, Zeba Shahnaz, Zuhab Khan, Arisha Razi Khan, Hanzala Shahid, Ali Gul Pir, Mustafa Changezi, Badar Qureshi and Bassam Shazzali. Anusha chairs meeting to review national IT policy

ISLAMABAD –  In order to review the draft of National IT Policy, Ministry of Information Technology (IT) on Thursday held final consultation with stakeholders.While chairing the event, Minister of State for IT and Telecom Anusha Rehman stated that this policy document won’t deliver desired results until and unless it is not endorsed by the industry and other stakeholders.She said, “In last few years, the world has witnessed a phenomenal growth in our IT sector due to our appropriate policy measures and strenuous efforts.
Therefore, we earned four international recognitions which speak volume of our inclination and determination to bring an IT revolution in the country.The minister said that the government gives highest priority to the Information and Communications Technology (ICT) sector, particularly IT exports, e-Governance entrepreneurship and innovation, in order to create an accelerated digitisation ecosystem to expand knowledge based economy.“Therefore, we want to bring a comprehensive new IT policy which could ensure creation of a holistic digital ecosystem with other wide-ranging objectives like promoting innovation and entrepreneurship, infrastructure development, increase in IT exports, legislative measures to safeguard software industry, enabling e-Commerce environment, and Empowerment of Persons with Disabilities (PWDs) for IT accessibility,” she added.
The key features of the new National IT Policy document are sectorial digitisation, big data, data analytics, entrepreneurship, Internet of Things (IoT), e-commerce, e-agriculture, software export.It is expected that the National IT Policy 2016 will be submitted to ECC within the next six weeks for its approval.IT Industry representatives, government officials and other dignitaries were also present on the occasion.

HRCP urges president to halt execution

LAHORE: The Human Rights Commission of Pakistan (HRCP) urged the authorities on Thursday to halt the imminent execution of a mentally-challenged death row prisoner who is scheduled to be hanged in Vehari on Nov 2.In a communication, the HRCP brought to President Mamnoon Husain’s attention the disposal by the Supreme Court last week of a plea regarding death row prisoner Imdad Husain, who has been diagnosed with schizophrenia.The court concluded that simply because schizophrenia was a “recoverable disease”, it did not fall within the definition of “mental disorder” under the Mental Health Ordinance, 2001.The HRCP expressed concerns regarding the reasoning of the court in the matter and stated that the decision raised the question whether judges could decide on their own matters which by their very nature needed to be judged on the basis of expert advice.It said that in reaching this conclusion, the Supreme Court had disregarded universally recognised diagnostic tools, including the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) and jurisprudence under the Pakistani case law on mental health, and instead relied upon Indian case law, in particular on a judgment by the Indian Supreme Court on the Hindu Marriage Act regarding the dissolution of marriage.The HRCP said the court ruling also set a dangerous precedent for the treatment of accused persons with schizophrenia by the criminal justice system. It called upon the president to urgently intervene to ensure that Imdad’s imminent execution is halted and the pursuit of hanging mentally challenged persons is abandoned.

Scholarships for research on AIDS

LAHORE: For the first time, PhD and MPhil students will get scholarships for their research work in the subjects related to AIDS control programme in Punjab.“Some 44 applications for PhD and 76 for MPhil have already been received,” Primary and Secondary Health Department Additional Secretary Dr Adnan Zafar told reporters after presiding over a meeting here on Thursday.

Dr Zafar, also the project director of the Punjab AIDS Control Programme (PACP), said that 20 scholarships for PhD and 30 for MPhil students would be awarded.“Every PhD scholar will get Rs40,000 while MPhil student Rs20,000 scholarship,” he said.A committee consisting of experts would evaluate and sort out the eligible candidates for the scholarship.Headed by Professor of Pathology Dr Naeem Akhtar of the Rawalpindi Medical College, the committee includes Prof Tahir Yaqoob (Micro Biologist and Virologist at University of Veterinary Sciences, Lahore), Prof Abdul Rauf Shakoori (Professor of Biological Sciences at Punjab University), Prof Zarfashan Tahir (Institute of Public Health), Prof Sidra Saleem (University of Health Sciences) and Prof Anjum Nasim Sabri (Micro Biologist at Punjab University).Dr Zafar said the subjects selected for research work included micro biology, genetic, molecular biology, public health, medicines, virology, epidemiology, physiology and pathology.

263 poor patients treated within six days of launch of health

insurance program and more than 382,000 health insurance cards

LAHORE:Since the launch of Prime Minister’s health insurance program by Punjab Health Initiative Management Company on 21 st October in district Rahim Yar Khan , 260 patients have seeked consultation from 17 empanelled hospitals. 196 patients have been admitted. 118 patients are currently admitted and 78patients have been discharged after hospitalization. The Punjab Health Initiative Management Company (PHIMC), mandated for execution of the Prime Minister’s National Health Insurance Program (PMNHIP) in the Punjab province, has distributed Pakistan Sehat cards (health insurance cards) among 75% of the identified beneficiary families from Rahim Yar Khan within a month’s time. The total number of beneficaries in Rahim Yar Khan is 515,000. So far 382,000 health cards have been distributed. The programme was launched by the Honorable Prime Minister Muhammad Nawaz Sharif last Friday in District Rahim Yar Khan under Prime Minister’s National Health Insurance Programme (PMNHIP). The main objective of the PMNHIP program is to improve access of the poor population to good quality medical services, through a micro health insurance scheme. For the province of Punjab, the PHMIC will implement the programme. An amount of Rs. 1.5 billion has been allocated for the Health Insurance Initiative in the current budget for PHIMC.

The Punjab Health Initiative Management Company signed a contract with Ministry of National Health Services Regulation and Coordination (MoNHSR&C) in July for implementing the programme in four districts during the first phase of the program. The Department ofSpecialized Healthcare and Medical Education has mandated PHIMC to execute this program in Rahim Yar Khan, Khanewal, Narowal and Sargodha for 1.28 million beneficiary families. Both public and private healthcare facilities having ten plus (10+) beds and provisionally licensed by Punjab Healthcare Commission are entitled for empanelment in the scheme. After enrolment in the scheme, the beneficiary will be eligible to go to any empanelled hospital. The State Life Insurance Corporation of Pakistan has been selected for provision of services in all districts selected for PMNHIP. The payment of premium to the insurance company for the Punjab for the provincial districts is being financed by the Punjab government. A PHIMC spokesperson said that the Company was working at a very fast pace to implement the health insurance scheme in the selected districts in order to provide high quality medical facilities to the poor. The success in Rahim Yar Khan is remarkable while a follow-up survey also hintsthat a higher rate of satisfaction, 96%, among the beneficiaries. In the next phase from January 2017 to June 2017, three more districts will be added, benefitting a population of 1.6 million families and 11.2 million individuals belonging to poor socioeconomic status.The vision is to implement this program in 36 districts of the Punjab by the end of 2018. The Punjab Health Initiative Management Company (PHIMC) was established under Section 42 of the Companies Act, 1984 on 07.02.2015 after approval of the Honorable Chief Minister of Punjab. The main task of the PHIMC is to execute demand side financing schemes including pro-poor health insurance schemes in the Punjab.

 

Microsoft aims to wow with high-end PCs, 3D software

Microsoft launched a consumer offensive on Wednesday, unveiling new high-performance computers and an updated Windows operating system that showcases three-dimensional content and “mixed reality.”The US tech giant announced its first desktop computer, called Surface Studio, a $3,000 high-end “all-in-one” device that aims at Apple’s Mac.“We’re creating a new category that transforms your desk into a creative studio,” said Microsoft chief executive Satya Nadella at the unveiling in New York.With a large, 28-inch (71-centimeter) hinged touchscreen display touted as “the thinnest desktop monitor ever created,” Surface Studio adds to the Microsoft lineup of tablet and laptop devices for the premium segment, in a challenge to Apple.The new PC has an ultra-HD 4.5K display, offering more pixels than most new high-definition televisions which effectively create a “digital canvas” for creating content, the company said.The new PC will be available in “limited quantities” for the upcoming holiday season, with more units available in 2017.Microsoft also announced an updated Surface Book ─ its high-end convertible tablet-computer ─ which will sell for $2,400, adding improved graphics and computing power.“It’s for the people really pushing performance,” siad Microsoft vice president Panos Panay.The Surface devices allow users to create content onscreen with a special pen-stylus, and Microsoft introduced a new disk device called Dial which attaches to the screen and offers additional controls such as viewing the timeline of a creation.

Windows creators update

Microsoft also announced its Windows 10 Creators operating system would be offered as a free update in early 2017, enabling users to create 3D content and delve into virtual and augmented reality. The update offers “new ways to create and play,” said Microsoft vice president Terry Myerson.

The update will allow for a 3D capture application for mobile devices and a new version of the popular program Paint for 3D objects.The system will allow users to add three-dimensional emojis and to create and manipulate content they create or scan.Microsoft general manager Megan Saunders demonstrated how the capture application can scan a sand castle in three dimensions, and then mix that with other content.With the new Windows system, users will be able to experience virtual reality with Microsoft’s Holo Lens headgear and its Edge browser.Edge “will act as the portal to display 3D content on HoloLens,” said Saunders.Microsoft said its hardware partners would be selling Windows-compatible virtual reality gear starting at about $300.Microsoft is aiming to keep users on Windows as many switch to new mobile devices powered by Apple or Google software.With PC sales sputtering, Microsoft has been emphasising its cloud computing and business services but is also working to stay relevant to consumers with Windows and its various computing and gaming devices.The new version of Windows will help users sift through email and other messages by creating “people” icons that show messages from important connections.

PM said CAREC is an important programme that encourages regional countries to develop areas.

ISLAMABAD: Prime Minister Nawaz Sharif on Wednesday said Pakistan is committed to promoting economic cooperation through regional integration for achieving the goal of poverty reduction. Addressing the 15th ministerial meeting of Central Asia Regional Economic Cooperation (CAREC), Prime Minister Nawaz Sharif said for the collective benefit of the region, it is important the governments of member countries work towards betterment of their people.

The prime minister said CAREC is an important programme that encourages regional countries to develop areas – mainly physical network, infrastructure, peace, stability and economic development. He mentioned the forum was significant in poverty reduction by facilitating trade policies among its member countries. Welcoming delegates from 200 countries, he expressed confidence that their attendance at the CAREC meeting would help realise the dream of region’s prosperity and development. The prime minister said Pakistan, which became the member of CAREC in 2010, was pro-active in facilitating projects critical to sustainable development. Proposing measures for the promotion of CAREC’s vision, he urged the inclusion of experts from CAREC countries and sharing their expertise for intra-regional transfer of knowledge.

He said Pakistan complies with international standards in trade activities and mentioned the improved economic conditions of the country.The prime minister suggested that along with Pakistan’s Civil Aviation Authority, CAREC countries could work on the ‘CAREC Aviation and Open Skies Agreement’.He appreciated that CAREC mobilised $29 billion for development projects in the region. He hoped that the mid-term review of CAREC in next 10 years would prove as an opportunity to fast track economic cooperation.Prime Minister Sharif said Pakistan believed CAREC as a premier organisation to promote cooperation among member countries, particularly in areas of energy, transportation and trade policy facilitation.He said Pakistan is a key facilitator of CAREC, bridging South Asia and Central Asia.The situation had never been more challenging, however, we are cognizant of dealing with it effectively, he added.The prime minister mentioned that Pakistan government was experiencing an economic revival at present, with a greater momentum gained in energy, transport and infrastructure activities under the China Pakistan Economic Corridor (CPEC).He hoped that besides Pakistan, the benefits of CPEC would be multiplied for the CAREC countries.

Meezan Bank’s Annual Report awarded 2nd position in ‘Best Corporate Report Award’ by ICAP and ICMAP

Karachi – Meezan Bank’s Annual Report 2015, based on the theme ‘Infinite Possibilities’ has been awarded the prize of being the 2nd Best Corporate Report in Pakistan’s banking sector by the joint committee of Institute of Chartered Accountants of Pakistan (ICAP) and Institute of Cost & Management Accountants of Pakistan (ICMAP).

Mr. Shabbir Hamza Khandwala, CFO and Group Head Finance-Meezan Bank, received the award on behalf of the Bank at a ceremony held recently in Karachi.
