Lahore (Muhammad Yasir) Huawei announced a batch of key inventions as part of its biennial “Top Ten Inventions” Awards at the “Broadening the Innovation Landscape 2022” forum held at its Shenzhen headquarters. The award is designed to recognize inventions that could create new series of products, become important commercial features of existing products, or that generate considerable value for the company and the industry. The awarded inventions range from an adder neural network that significantly reduces power consumption and circuit area to a game-changing “optical iris” that provides a unique identifier for optical fibers. It is designed to help carriers manage their network resources, cutting time and costs associated with broadband deployment. The announcement came in the context of intellectual property rights, the protection and sharing of which Huawei believes is critical to the tech ecosystem. “Protecting IP is key to protecting innovation,” said Huawei’s Chief Legal Officer, Song Liuping. “We are eager to license our patents and technologies to share our innovations with the world. This will help broaden the innovation landscape, drive our industry forward, and advance technology for everyone,” he added. “Huawei is constantly changing itself, and constantly showcasing to the world the value of IP from China,” said Tian Lipu, President of the International Association for the Protection of Intellectual Property’s China Chapter. By the end of 2021, Huawei held more than 110,000 active patents across over 45,000 patent families. It has more granted patents than any other Chinese company, has filed the most patent applications with the EU Patent Office, and ranked fifth in terms of new patents granted in the United States. For five straight years, Huawei has ranked No. 1 worldwide in terms of Patent Cooperation Treaty applications. Alan Fan, Head of Huawei’s IPR Department, said the value of Huawei patents has seen wide recognition in the industry, especially in mainstream standards such as cellular technology, Wi-Fi, and audio/video codecs. “In the past five years, more than two billion smartphones have been licensed to Huawei’s 4G/5G patents. And for cars, about eight million connected vehicles licensed to Huawei patents are being delivered to the consumers every year,” Fan said. Huawei is also working actively with patent license administration companies in offering “one-stop” licenses for mainstream standards. “Over 260 companies—accounting for one billion devices—have obtained Huawei’s HEVC patent licenses through a patent pool,” Fan said. He added that the company is in discussions to establish a new patent pool to give the industry “quick access” to Huawei’s patents for Wi-Fi devices worldwide. Huawei is also discussing joint licensing programs for 5G patents with licensing experts and other leading industry patentees. Liu Hua, Director of World Intellectual Property Organization Office in China, praised Huawei’s sustained focus on innovation, saying: “We look forward to seeing Huawei continue to take part in high-level global competition with innovation at its core.” For Manuel Desantes, former Vice President of European Patent Office, given the vast number of changes in the world these days, what matters most is no longer the number of registered patents or inventions. “The IP system should assure that the creations that merit protection are those that bring actual value,” he said. This marked the third innovation and IP-themed event Huawei has hosted on its innovation practices. Every year, Huawei invests over 10% of its sales revenue into R&D. In terms of R&D expenditure, Huawei ranked second in the 2021 EU Industrial R&D Investment Scoreboard. In 2021, the company increased its R&D investment to CNY142.7 billion, representing 22.4% of our total revenue. Over the past decade, Huawei’s total R&D investment surpassed CNY845 billion.

K-Electric Announces Revised Load-shed Plan

Karachi (Muhammad Yasir) K-Electric announced a revision in its load-shed plan to manage the ongoing power shortfall in the city. As per the revised policy, 3 hours of loadshed will be undertaken in low loss areas within KE’s service territory.

Talking about the ongoing regime, spokesperson KE further added “This revised plan will provide a relief of 1-2 hours to areas which are already impacted by load-shed. The revised load-shed schedule can be obtained via KE’s website, KE Live app, and through the KE WhatsApp Self Service Portal. Consumers registered with KE’s 8119 service who may be affected by this change are also being informed through SMS.”

The utility expressed its apologies for the inconvenience caused to its customers due to this situation and vowed to continue to undertake all possible measures for its mitigation.

GOVT CONTRACTORS THREAT SHUTTING DOWN WORK ON ALL PROJECTS.

Lahore (Muhammad Yasir) Constructors Association Pakistan (CAP) Chairman Engr. Kamal Nasir Khan has urged the government to sit with the representatives of constructors for evaluating the loss being inflicted on them because of unprecedented rise in the construction material and to pay a suitable escalation on ongoing projects.

‘We will shut down work on all the projects across Pakistan if our demands are not met and contractors especially the smaller ones are not compensated properly’, said Engr. Kamal while addressing a press conference here on Wednesday. He claimed 26,000 small contractors of category C-5 and C-6 have already stopped working on their ongoing projects as they are neither in the position to get loan from the market nor can spend from their own pocket on these projects. Only those who have completed 80-90 per cent work of their projects are carrying out rest of the work hardly as they cannot back out at this stage. He also claimed that projects worth Rs 2500 billion to Rs 3000 billion have been affected due to price hike. However, he said mega projects being carried out by WAPDA or with the assistance of Asian Development Bank or World Bank are excluded as donor agencies monitor these projects themselves and ensure payments.

Engr. Kamal Nasir Khan said that an important meeting of their members from all the provinces was held the other day in which contractors expressed that they could not carry on with their projects because of the price spiral after the loss and mental stress bearing in COVID-19 restrictions. He said that not only work on ongoing projects would be closed but boycott of tenders for future contracts would also be observed. ‘Whole burden of the situation arising out of these steps of contractors will be on the government,’ CAP Chairman warned. Engr. Kamal Nasir Khan said construction sector is the biggest industry after agriculture and 40 industries are attached with it. Closure of work on construction projects might result in a flood of unemployment which would be more embarrassing for the government so the government should take some immediate measures. He said a committee had been formed by the previous government to assess the losses being incurred by the contractors but the exercise was also closed after the regime change. Kamal said he is in favour of resolving all the issues through negotiations and the incumbent government should follow the suit of the previous government to assess the impact on construction sector through mutual efforts.

ACCA Recommended Budget Proposal for Fiscal Year 2022-23

Karachi (Nut Desk) In the budget proposals released today by ACCA (the Association of Chartered Certified Accountants), the global body for professional accountants has suggested that the Government/political parties and businesses should sign a “charter of economy” for the next 10-15 years to keep the policies and their implementation consistent. Pakistan must focus on lowering its import bill by bringing down all non-essential imports and improving exports is the second major step. The proposal also talks about shifting the tax burden to the country’s higher-income population and subsidising the cost of living of middle and lower-income cadres. All professionals should compulsorily be brought into the tax net. There is a dire need to take significant strides for documentation of the economy and increase the capacity of FBR to collect more taxes. The global body for professional accountants has urged the government to reduce tax rates to a single digit and ensure broadening of the tax net by adopting Data Analytics and Artificial Intelligence leveraging rich data sources at government’s disposal such as NADRA. Rationalisation, standardisation and automation of Tax Laws & administration to minimize harassment of taxpayer. The proposal suggests that for economic recovery Government should encourage savings and announce incentives for local industry manufacturing to encourage use of domestic products. Large agricultural landowners should be taxed at minimal rates i.e., 7%. The Roshan Digital Program aimed at overseas Pakistanis should continue to evolve. Proper legislation and rationalization can help improve the situation for mining and can also result in attracting FDI. The global body has shown concern as the unemployment rate was 5.8 percent according to the Pakistan Economic Survey, 2019-20 with the highest unemployment (11.56 percent) was prevalent among the age 20-24 indicating youth unemployment. Social protection programs and its offshoots as well as low-cost housing initiatives targeting the lower middle class and poor segments should be continued. It’s also pointed out that the past outstanding refunds have only been cleared partially. It’s important to strengthen the trust of the taxpayer as well as provide liquidity to businesses .The special economic zones (SEZs) envisioned under CPEC should be accelerated and used as a stimulant for the industrial sector and generating employment opportunities while attracting FDI. IT/ITeS is one of the fastest growing sectors of Pakistan contributing short of 1% of GDP of Pakistan but has the potential to reach exports of US $ 15 – 20 billion by 2025.The government needs to continue to incentivize this sector and also invest in provision of high-skill training opportunities while continuing to develop the eco-system to place Pakistan as a regional powerhouse with a focus on BPO which has a huge potential. It’s reiterated that government needs to ensure openness and transparency to foster trust and cultivate a healthy tax culture in the country. The tax legislation and operations should be as simple and straightforward to understand and to comply with as possible. Tax systems should be efficient for governments in terms of their ability to secure the revenue due and to prevent tax leakage and the development of a black economy.

World Oceans Day seminar advocates holistic approach, int’l laws for conservation of oceans

Karachi (Nut Desk)  For the conservation, protection, and management of the oceans a holistic approach is required which must include the implementation of international laws, behavioral change communication, capacity-building, employment of scientific innovations, and stakeholders’ collaboration at national, regional, and global level.

This was unanimously observed during a hybrid seminar at Bahria University titled “Blue Talks: Enhancing the Conservation and Sustainable Use of Oceans and their Resources by Implementing International Laws”, which was jointly organized by the National Institute of Maritime Affairs (NIMA), Institute of Policy Studies (IPS), and the Portuguese Embassy in Pakistan.

The seminar was addressed as keynote speaker by Prof. Dr. Vasco Becker-Weinburg, president, Portuguese Institute of the Law of the Sea. Other speakers from different organizations in Karachi and Islamabad included Khalid Rahman, chairman, IPS, Vice Admiral (retd) Abdul Aleem, director general, NIMA, Paulo Neves Pocinho, ambassador of Portugal to Pakistan, Rear Admiral Foad Amin Baig, director general, Pakistan Maritime Security Agency (PMSA), Dr. Asif Inam, associate professor and head of maritime sciences, Bahria University, Dr. Maliha Zeba Khan, assistant professor NUML and non-resident research fellow IPS. The session was moderated by Cdre (r) Bilal Abdul Nasir, director, NIMA.

On the occasion, Macharia Kamau, principal secretary to Kenya’s Ministry of Foreign Affairs, also expressed his views on the topic through a video message and highlighted the significance of the oceans by highlighting that several nations have been built on the back of oceans. He urged all the stakeholders to act now at individual, communal, and governmental levels by transforming their approach and employing scientific innovations.

Khalid Rahman stated that now is the time to do more for the ocean, which is one and interconnected. He also identified the need for a behavioral change and a focus on oceans in all SDGs. He said human activities related to the sea and shores are playing havoc with the health of oceans and this state of affairs require good ocean governance. He also highlighted the need of holding educational and meaningful dialogues, seminars, and debates to recognize the problems and create awareness.

V/Admiral (r) Abdul Aleem, while highlighting the significance of a healthy ocean, stated that to make the UN’s ‘Ocean Decade’ a success story, all the countries must make concerted efforts to preserve oceans in order to preserve life on earth. In this regard, Pakistan must strive to become a maritime responsible state and understand what actions must be taken in this regard.

Rear Admiral Foad Amin Baig, while expressing his views, underscored the need to develop and adopt a humanitarian and futuristic approach towards mitigating the challenges, including the governance gaps, environmental degradation, lack of regional framework, and effective legislation. He highlighted the role of PMSA in the implementation of national and international laws in the seas and maintained that there is a need to create awareness and adhere to SDG deadlines. Lastly, he urged states to change their attitude towards the ocean.

Ambassador Pocinho spoke about the upcoming UN Ocean Conference 2022 at Lisbon (27 June – 1 July) and its significance in establishing a decisive action to move forward and forging a new international instrument to sustain and manage waters for the conservation of marine resources. He was of the view that as a maritime nation, Portugal has vast experience of marine affairs and can benefit Pakistan in many ways.

Dr. Vasco highlighted the need for the recognition of maritime environmental crimes within international law. He stated “the ocean is one” and interconnects all humanity. That is why managing oceans requires a holistic approach that must include the implementation of international laws to address and eliminate environmental crimes. He further explained how coastal communities are affected by these crimes, which are not addressed by states due to their lack of direction and awareness.

While talking about international legislation, he opined that the prevalent legal rules create complex multijurisdictional challenges that can cause a conflict of jurisdictions. He also highlighted key legal challenges in the maritime environmental domain.

Dr. Asif Inam underlined the significance of collaborative efforts by regional stakeholders toward the conservation of the Indian Ocean’s resources and the minimization of transboundary issues. He highlighted that the focus of cooperation and collaboration at the regional level must be to promote regional ocean governance to realize the global oceans agenda, respond to emerging challenges, and deliver new policies and initiatives such as blue economy.

He presented a detailed explanation of SDG 14, its targets, and the status of its achievements in the Indian Ocean and concluded that the region, Indian Ocean, and its resources are faced with multidimensional challenges from climate change and its various aspects, which then, in turn, causes decreased economic productivity and disturbances in the distribution of marine species and community structures.

Dr. Maliha discussed how the discourse of security has changed from traditional to non-traditional. While states possess better operational preparedness for traditional threats, non-traditional threats, including most maritime threats, still lack serious consideration by states. She said that the role which must be played by international organizations in governing and managing the oceans is largely missing. She also highlighted the absence of rules on the high seas which accentuate the challenges for law enforcement.

She stated that all of the 17 Sustainable Development Goals (SDGs) are relevant to oceans and, in this domain, there is a lacking of national practices, regional responses, and international actions, which must be strengthened to ensure improvement.

Jazz and UNDP commit to accelerate digital inclusion amongst women

Lahore (Muhammad Yasir) Reiterating their commitment to accelerate digital inclusion in the country, Jazz and UNDP Pakistan organized a ‘Girls in ICT’ event highlighting the importance of digital skills for women and promoting Digital Gender Inclusion through enhanced access to ICTs (Information and Communications Technology).

According to the GSM Association (GSMA) there exists a significant digital gender gap in Pakistan where approximately 38% of women are less likely than men to own a smartphone and 49% do not use mobile internet.[1] Furthermore, there are drastic differences in levels of ICT access between different population groups, particularly the rural and marginalised women and girls.

Considering this prevailing scenario, the event included a panel discussion on How to enhance Digital Literacy amongst school-going girls?’ with chief guest SAPM on Youth Affairs Shaza Fatima Khawaja, Additional Secretary of Ministry of IT & Telecommunications Ayesha Moriani, Director Communications and Sustainability at Jazz, Fatima Akhtar, and Founder of AGAHI and Lecturer at NUST Puruesh Chaudhary, in participation. Ideas were exchanged on multi-level solutions towards ensuring safe and meaningful access to digital technology and ICTs for girls.

Speaking at the event, SAPM on Youth Affairs reiterated the commitment of the incumbent government on quality girl education, health, and financial inclusion. SAPM said that the Prime Minister’s Youth Program is ensuring gender parity to ensure maximum engagement of young girls through our hi-tech skills trainings, business loans and gender quotas in the laptop scheme.

“Access, affordability, and lack of literacy remains a core impediment for women’s inclusion in ICT. To further our vision for an inclusive and digital Pakistan, there is an immediate need to facilitate women participation in technology through public and private cooperation,” said Shaza Fatima Khawaja, SAPM Youth Affairs.

Numerous students at the event participated in a group activity to brainstorm ideas on promoting inclusion of girls and women in the ICT space. These ideas were then presented to the audience and panel. Aziza Soleh, Founder of the startup MountainShop, a part of Jazz and UNDP’s recently concluded SDG Bootcamp, took to the stage to share her entrepreneurial journey as well.   

Jazz is playing a critical role in addressing many of the wider gender inequalities by digitally enabling women to access health, financial, and other life-enhancing services. As part of the GSMA’s Connected Women Commitment Initiative, Jazz has committed to increase the proportion of women by 8 percent in its mobile internet customer base by 2023. Its digital financial service, JazzCash has already met its GSMA Connected Women target two years ahead of time with 22 percent women subscribed to JazzCash wallets. GSMA in its ‘Making internet-enabled phones more affordable in low and middle-income countries’ 2022 Report has also recognized Jazz’s Digit 4G smart feature phone as a successful rollout to address the digital gender gap.   

UNDP Pakistan’s Youth Empowerment Programme has been working towards the economic empowerment of Pakistani youth with a particular focus on women and minorities. Some of the initiatives relevant to promoting women in ICT include digiskills training to over 2,000 young girls from KP; supporting the world’s largest annual start-up competition for women and technology, She-Loves-Tech, which has supported over 130 women-led tech startups over the past three years; and supporting Sehat Kahani in training 500 female doctors and 500 nurses and healthcare staff in digital health service delivery.
