ISLAMABAD: Federal Minister for Planning, Development and Special Initiatives, Asad Umar said Thursday that the government would not impose complete lockdown during the 4th wave of Coronavirus pandemic, which he feared would start in current month of July. He said that during the past waves of coronavirus, the government’s strategy to handle the pandemic and overcome its after-effects had been very successful and the country was placed among the best three performing countries by the Economist’s Normalcy Index for handling it. Addressing an oath taking ceremony of newly appointed members of National Youth Council (NYC), the minister urged the people to keep on following the standard operating procedure (SoPs) and vaccinate themselves to cope with 4th wave in an effective manner. The minister, however, added that in case the ratio of positive cases goes up, the government would opt for smart lockdown as was done during the past phase. The minister said that National Command and Operation Centre (NCOC), through a letter informed the Kashmir Election Commission about violation of coronavirus SOPs during ongoing election campaigns. Meanwhile, Asad Umar appreciated the effort of Special Assistant to Prime Minister on Youth Affairs, Usman Dar and congratulated the newly elected members of NYC. The minister said that it was very important to know the issues of youth from them, arguing that one can only understand problems of people by consulting those who face them and then come with proper solutions. The minister expressed satisfaction the NYC has representation from all federating units and without any gender discrimination. He said that lot of work had been done in providing skills to youth, however highlighted the importance of engaging the youth to tap their potential.

LAHORE: The Punjab Government ended the Financial Year 2020-21 on a high note by registering an all-time high utilization of its ADP (Annual Development Programme) for the first time in its financial history, said Punjab Planning and Development Board (P&DB) Chairman Abdullah Khan Sumbal here Thursday. While talking to media, he said that Rs. 300.77 billion were utilized against a release of Rs. 308 billion funds for major sectors of Punjab,adding that 97 percent utilization of development funds in Punjab in financial year 2020-21 was highest in the last 10 years. In accordance with the vision of Punjab Chief Minister Sardar Usman Buzdar, he said, the development funds of all the sectors were spent on new and on-going schemes in an optimum manner. “The highest percentage of utilization was mainly due to robust monitoring by the P&D Board and by the close supervision of all the administrative secretaries”, he observed. Abdullah Khan mentioned that Health sector was top priority for the government, primarily because of COVID-19.In the last financial year 2020-21, the P&D Chairman elaborated that a sum of Rs. 57.163 billion was allocated for the Health sector out of which Rs. 56 billion were spent on this sector, adding it constituted about 99 percent of its allocated development funds. More than 29.6 billion rupees were allocated for School Education and the utilization was more than Rs. 27.4 billion (93 percent). Also, Rs. 46 billion were allocated for Roads sector and a most impressive 100 percent of the allocated amount was utilized, it was learnt. Similarly, the utilization rates were 93 percent of the total funds allocated for Agriculture sector, 91 percent for Irrigation sector, 96 percent for Transport sector, 98 percent for Urban Development, Energy, Public Buildings & Environment, 93 percent for Social Welfare. The allocated funds for Water Supply & Community Development Programme were also utilized 100 percent.

Bollywood Veteran star Dilip Kumar dies at aged 98

Bollywood Legendary actor Dilip Kumar , A biggest stars in the golden era of Indian cinema from the 1940s to the 1960s, died on Wednesday at the age of 98.

“With a heavy heart and profound grief, I announce the passing away of our beloved Dilip saab,” Faisal Farooqui, a family friend, posted on Kumar’s official Twitter.

According to the Hindustan Times, Kumar had been admitted to the intensive care unit on June 30 to “address medical issues” related to old age. He was earlier admitted to the same hospital on June 6 after experiencing breathlessness.

Kumar is survived by his wife, Saira Banu, a popular leading lady in Bollywood in the 1960s and 1970s.

Condolences poured in as Bollywood and politicians alike mourned the loss of the actor. Prime Minister Imran Khan said that for his generation Kumar was the “greatest and most versatile actor”.

“I can never forget his generosity in giving his time to help raise funds for Shaukat Khanum Memorial Trust Hospital when the project was launched,” he said.

Film Career

“The Tragedy King” Nicknamed because of his brooding good looks, tousled hair and deep voice, Kumar played the lead in some of the Indian film industry’s most commercially successful films of the period, earning him iconic status.

But although a Bollywood legend, he missed out on international fame after turning down the chance to play Sherif Ali in David Lean’s 1962 classic Lawrence of Arabia. The part went to an Egyptian actor, Omar Sharif.

Kumar was born Yusuf Khan on December 11, 1922 in Peshawar, then part of British-ruled India. His father was a fruit merchant who took his family to India’s entertainment capital in the 1930s.

But the son turned his back on the chance to take over the firm when the actress Devika Rani spotted him on his father’s fruit stall in the then Bombay, leading to a part in his first film, Jwar Bhata, in 1944.

Rani persuaded him to change his name, so he chose Dilip Kumar, allowing him to hide what he was doing from his disapproving father.

Although Jwar Bhata flopped and leading film magazines criticised his performance Kumar was undeterred and eventually broke through with the 1946 film Milan.

Among his most remembered roles was in the lavish historical romance Mughal-e-Azam, based on the life of one of India’s great Mughal princes.

The movie, released in 1960, was eight years in the making and cost a mind-boggling 15 million rupees, but soon became one of Bollywood’s biggest-grossing films of all time.

Kumar, who cited Hollywood greats Marlon Brando, Gary Cooper and Spencer Tracy as influences, later won acclaim in 1964 for the nationalistic Leader, screened against a backdrop of recent wars against China and Pakistan.

The 1970s saw fewer roles, as younger actors like Amitabh Bachchan took centre stage.

He took a five-year break after some flops, retur back in 1981 with the hit (revolution)Kranti  and a part alongside Bachchan in Shakti (strength) the following year, plus a string of character roles.

Actor and lawmaker

After a series of badly-received films, he took up a more active role in politics in 1998 and worked to end the feuding between India and Pakistan.

The same year saw him receive the highest civilian honour in Pakistan, angering Hindu nationalists. Two years later he became a lawmaker for the then-opposition Congress party.

Unlike many actors who appeared in hundreds of films, the versatile Kumar carefully selected those, by Indian standards, which only increased his stature in the fiercely competitive industry.

In 2006 he accepted a lifetime achievement award at India’s National Film Awards in recognition of his contribution to Indian cinema.

Yet he still admitted that he was baffled at his success.

“Honestly, I’ve still to figure out how an intensely shy young man called Yusuf Khan became the actor Dilip Kumar,” he told The Hindustan Times in an interview to mark his 85th birthday.

30 PMS officers transferred to South Punjab Sectt

LAHORE: To push up the working, the services of 30 Provincial Management Service (PMS) officers have been rendered to South Punjab Secretariat. The officers will be posted against different positions in South Punjab.

The Services and General Administration Department (S&GAD) has issued a notification for this purpose. Additional Chief Secretary, Punjab Civil Secretariat, said the transfer of officers was made with an aim to address people’s problems at the doorstep. All remaining posts will also be filled on priority basis, she added.

Interior ministry notifies entry protocols for Pakistanis stranded in Afghanistan

ISLAMABAD: Ministry of Interior on Tuesday notified testing and entry protocols to facilitate Pakistanis stranded in Afghanistan due to suspension of flight operation from Afghanistan to Saudi Arabia. “A large number of Pakistanis who planned to travel to KSA [Kingdom of Saudi Arabia] via Kabul [Afghanistan] have become stranded,” an Interior Ministry notification issued here said. It said that due to COVID-19 surge in Afghanistan, Western border for all inbound and outbound pedestrians movement had been ceased from June 17, with only exception of the stranded Pakistanis in Afghanistan and stranded Afghanis in Pakistan besides extreme medical emergency cases from Afghanistan. As per the notification, Rapid Antigen Testing (RAT) would be performed on arrival of passengers, while positive cases would be quarantined for 10 days, and only travelers confirmed with negative covid results would be allowed to proceed to their home districts. Similarly, a10-day quarantine would be mandatory under respective provincial and district administration for non-vaccinated or partially vaccinated persons. Whereas, the passengers would be vaccinated by provincial health staff at the end of quarantine period. A reverse transcription polymerase chain reaction (RT-PCR) test would be performed on 8th day of quarantine. “Provincial administration to ensure transportation of pedestrians from Torkham and Chaman border terminals to respective quarantine centre. ” Only critical medical emergency cases from Afghanistan were allowed after undergoing necessary testing protocols, read the notification.

LAHORE: The Punjab Provincial Development Working Party on Tuesday approved 10 development schemes of various sectors with an estimated cost of Rs 45,555.172 million (Rs 45.555 billion). The schemes were approved in its first meeting of the current fiscal year 2021-22 presided over by Planning & Development Board (P&D) Chairman Abdullah Khan Sumbal. The approved schemes included as Choubara Branch Canal construction project Greater Thal Canal (Phase-II) at the cost of Rs 19,294.272 million, Command Area Development (CAD) Component of Greater Thal Canal (GTC) Project (CAD-GTC Phase-II) at the cost of Rs 19,783.564 million, provision of Cricket High Performance Center at Divisional Headquarters one in Faisalabad at the cost of Rs 750.000 million, provision of Cricket High Performance Center at Divisional Headquarters one in Sialkot at the cost of Rs 750.000 million, construction of Metalled Road and Pile Foundation Bridge on Sanghar Nallah for Tehsil Complex, Shah Suleman Stadium, Mini Zoo and Tevta Centre Etc Tehsil Taunsa Sharif, Length 4.00 Km, DG Khan at the cost of Rs 604.467 million, widening/rehabilitation / improvement of Metalled Road from Khumbi to Mari (Tribal Area) length 30.00 Km Rajanpur at the cost of Rs 441.474 million, dualization of Lodhran Kehror Pacca, Mailsi, Vehari Road District Lodhran (Phase-II) remaining 20 Km (revised) at the cost of Rs 2,025.649 million, widening / improvement / reconstruction of Rawat Harraka Dhudial Road (Phase-I) Rawat to Jorrian L=36.00 km Rawalpindi at the cost of Rs 1,274.277 million, construction of Kahuti to Kulliary Road, Length=31.00 Km, Rawalpindi (revised) at the cost of Rs 526.984 million, construction of Road from Seela Sayydan-Kotli Road via Bheer Gala, Length 31.60 Kms and Establishment of Project Management Unit for the Project “Lai Nullah Expressway Project and Urban Regeneration along Lai Nullah” at the cost of Rs 104.485 million. Provincial Secretary P&D Imran Sikandar Baloch, all members of the Planning & Development Board, provincial secretaries, assistant chief coordination and other senior representatives of departments concerned also attended the meeting.

46 new Nadra centers at Tehsil level by Aug14

ISLAMABAD: Prime Minister Imran Khan was on Tuesday told that the National Database and Registration Authority (NADRA) would open its 46 new centers at Tehsil level by August 14 to facilitate the citizens. He was told this by NADRA Chairman Muhammad Tariq Malik, who called on him here. Attorney General Khalid Javed was also present in the meeting. The prime minister was further informed that besides introducing innovative applications for the assistance of startups under the vision of Digital Pakistan, NADRA would also help the Federal Board of Revenue (FBR) in broadening the tax-base. Imran Kahn, while appreciating the measures being taken by NADRA, stressed that the provision of facilities to the common man was the foremost priority of present government.

Avenfield reference: IHC adjourns Maryam Safdar s appeals till 15th

ISLAMABAD: The Islamabad High Court (IHC) on Tuesday adjourned the hearing of appeals of PML-N leader Maryam Nawaz and her husband Capt (retd) Muhammad Safdar Awan against their imprisonment sentence in the Avenfield Apartments reference till July 15. The IHC bench comprising Justice Aamer Farooq and Justice Mohsin Akhter Kiyani heard the appeals. Pakistan Muslim League Nawaz (PML-N)’s Vice President Maryam Nawaz appeared before court. During the course of proceedings, Justice Farooq observed that the court would fix the appeals for hearing once or twice in a week. The petitioners’ lawyer Amjad Pervaiz prayed the court to grant three weeks time for arguments in the case as he had suffered from COVID-19. Justice Farooq remarked that the court could make sitting arrangements for the lawyer to give arguments. The lawyer, however, said he was still facing health problems and needed more time. Justice Farooq observed that the court could not further delay the case. The lawyer said he needed time to prepare arguments as he would also present some cases references before the bench. Justice Farooq said if the petitioner”s lawyer was not ready for arguments then this court could hear arguments from National Accountability Bureau (NAB) Prosecutor Sardar Muzaffar Abbasi. The court also separated appeals of NAB and accused for further hearing and adjourned the case till July 15. The same bench also adjourned hearing on NAB’s appeals against the acquittal of former prime minister Nawaz Sharif in the Falgship Investment reference and seeking increase in his sentence in the Al-Azizia Steel Mills case, till July 28.
