Member Customs assures APTMA of resolving EFS related issues on priority

Lahore (Muhammad Yasir) Mr. Mukarram Jah Ansari, Member Customs, Federal Board of Revenue (FBR), has assured the All Pakistan Textile Mills Association (APTMA) of resolving all customs related issues on priority.  

He was speaking to the APTMA members during his visit to APTMA House on Tuesday. Ms. Rabab Sikandar, Chief Collector Customs, Mr. Mubashar Baig, Director General IOCO, Ms. Anbreen Tarar, Collector Customs Appraisement, Lahore, Mr. Saeed Wattoo, Collector Customs Faisalabad, and Mr. Nayar Shafiq, Collector Customs Sialkot also accompanied him on the occasion.  

Chairman Northern Zone Mr. Hamid Zaman along with Senior Vice Chairman Mr. Kamran Arshad and Secretary General Mr. Raza Baqir received him at APTMA House, Lahore.  

Member Customs said that exports are the top priority of the government and keeping this in view APTMA was the very first organisation he was visiting after assuming the office of Member FBR.  

He said necessary changes will be incorporated in the relevant rules, regulations and laws whenever required. He added Pakistan Single Window is being upgraded and some 74 departments will be incorporated in it. He added that Port Community System and trade information portal will also be in place to facilitate the industry and necessary awareness sessions will be arranged shortly for information of trade and industry.  

He continued to state that in order to develop indirect export module for EFS before mid October, 2022. He also appointed Collector Faisalabad as focal person to resolve issues relating to wastages etc of textile sector.  

He asked APTMA to appoint a focal person to resolve issues on the module related to indirect exporters.  He also appointed Collector Faisalabad as focal person to resolve audit issues of the industry.  

Earlier, in his welcome address, Chairman APTMA North Zone Mr. Hamid Zaman highlighted several impediments in the implementation of Export Facilitation Scheme (EFS) introduced in July, 2021.  

According to him, the Indirect Export Module has yet not been deployed and manual filing of Indirect export GDs creating banking and refund difficulties. Also, he pointed out that the department was not allowing transfer of plant and machinery in case of the merger of The production units.  

He said the concept of revolving values should be Introduced where the amount of exported goods may be automatically restored in approved value. Also, automatic switching from any existing scheme to EFS without audit etc., Should be allowed under the scheme.  

He said the system should show available face value.  Module for zero rated procurement of local inputs not yet implemented, which requires immediate attention.  

He said the renewal of manufacturing bond licenses held up for want of PCA audit was  resulting in suspension of whole manufacturing and exports.  

According to him, Custom duty may be charged at the net transactional value, excluding  freight, port handling charges etc., as the WTO agreement authorizes  member states to include or exclude such charges.  

He further said that a lack of coordination between shipping line and customs was causing delays. There is a need of introducing digital audit and doing away with routine audit of calling voluminous record of all imports, purchases, manufacturing / supplies.  

He also suggested the implementation of open door policy at least for two hours a day.  

Mr Kamran Arshad presented vote of thanks while a memento was also presented to the visiting Member Customs at the end of the meeting.

CM Sindh asks NADRA to organize database of flood-affected people

Karachi (Muhammad Yasir) Chairman NADRA gave a briefing on the development and provision of data related to ongoing relief activities in flood-affected areas of Sindh. Briefing the CM Sindh, Chairman NADRA informed that NADRA employees, offices and NADRA operations have also been badly affected due to unprecedented torrential rains and floods. He said that NADRA as a national organization is facing various challenges due to the situation created by floods and heavy rains. He said that on the one hand our employees are facing personal problems due to flooding situation and on the other hand they have started the process of making identity cards of flood affectees after restoring their affected operations. He said that the NADRA offices in Sindh were damaged due to floods and heavy rains. 38 office buildings were severely affected by the rains due to which the operations of NADRA were also temporarily stopped. Tariq Malik said that rehabilitation work was started on 20 affected NADRA offices on emergency basis. Technical systems and equipment were secured and operations were resumed by completing immediate rehabilitation of the buildings. He said that additional mobile registration vans (MRVs) have been deployed outside the offices at all flood affected Tehsils so that the flood affectees can submit their ID card application by just giving their thumb prints. Chairman NADRA said that taking immediate action, NADRA administration has deployed 18 mobile registration vehicles in the flood affected areas so that the flood victims can easily process their ID cards and get reliefs funds. He said that especially mobile registration vehicles have been deployed in Tehsil Pano Akil, Kandhkot, Thull, Dokri, Thari Mir Wah,Pir Jo Ghot and Mehrab Pur to manage the influx of flood affectees at the offices at the these Tehsils. While giving a briefing, Chairman NADRA said that apart from this, NADRA has extended the date of expiry of CNIC till 31 December 2022 in all the flood-affected districts of Sindh, including Badin, Dadu, Ghotki, Hyderabad, Jacobabad, Jamshoro, Qamber Shahdadkot, Kashmore, Khairpur, Larkana, Matiari, Mirpur Khas, Nowsheroferoz, Sangarh, Shaheed Benazirabad, Shikarpur, Sajawal, Sukkur, Tando Allah Yar, Tando Mohammad Khan, Thatta, and Umarkot. In the briefing, Chairman NADRA said that the houses of 34 NADRA employees were completely damaged due to flood while the houses of around 700 employees were partially affected. Considering the current situation in the flood affected areas, NADRA’s role in relief activities and timely response is commendable, he informed. He informed that NADRA offices in Kandhkot, Qaziabad, Shahdadkot, Dokri, Khairpur Nathan Shah, Thari Merwah and Mirpur Mathelo were completely affected by the flood water where NADRA operations are still suspended. Tariq Malik informed the Chief Minister Syed Murd Ali Shah that NADRA is coordinating the process of identification of the unidentified bodies of the flood victims with the district administration along with providing facilities to the citizens regarding ID cards.

TransKarachi & NED University Sign MoU for Capacity Building Initiatives

Karachi (Muhammad Yasir) TransKarachi, a public sector company established and owned by the Government of Sindh to carry out the project implementation of the $504 million Karachi Bus Rapid Transit (KBRT) Red Line, has signed a memorandum of understanding (MoU), with the reputable Nadirshaw Eduljee Dinshaw (NED) University of Engineering & Technology. Following the partnership, TransKarachi and NED University will collaborate on capacity building initiatives in the areas of transport infrastructure, drainage design as well as resource optimization and gender mainstreaming to facilitate the performance of the entire KBRT Red Line network for citizens of Karachi. The two institutions will also work on research projects and papers with an emphasis on developing traffic flow models, real-time traffic measurement tools and smart traffic controls and jointly execute surveys, focus group discussions and interviews to create awareness about urban public transport and address gender-based violence.

To mark the occasion, an MoU Signing Ceremony was held at the Senate Hall, Main Campus – NED University on the 15th of September 2022. Present at the occasion from TransKarachi were: Chief Executive, Wasif Ijlal, General Manager Operations, Ahmad Kidwai, General Manager, Planning and Infrastructure, Dr. Murtaza Bukhari, and Chief Financial Officer, Jatin Kumar while NED was represented by Vice Chancellor, Dr. Sarosh Hashmat Lodi, Pro Vice Chancellor, Professor and Dean, Faculty of Chemical & Process Engineering, Dr. Tufail and senior faculty members. Speaking at the occasion, Wasif Ijlal, CEO, TransKarachi said, “We are extremely honored to partner with an institution of such great repute. NED University is the hub of technology and I truly believe that this collaboration will transform the public mass transit landscape of Karachi.” The Vice Chancellor of NED University, Dr. Sarosh Hashmat Lodi said, “Our team at NED University takes deep pride in helping TransKarachi achieve its vision of creating a world class mass transit system for the people of Karachi. NED University produces thousands of qualified engineers every year and we will stay committed to provide our support in terms of capacity building and technical capabilities. The public may face some hindrances during the construction of the BRT Red Line, but our focus is on the bigger picture.” The $504 million Karachi Bus Rapid Transit (BRT) Red Line project is sponsored by the Government of Sindh, with financial assistance from the Asian Development Bank (ADB) and co-financiers, including the Asian Infrastructure Investment Bank (AIIB), the French Agency for Development (AFD), and the Green Climate Fund (GCF).
