Employee Accused of Misconduct on DG Civil Aviation’s Watch Released on Bail

Zareen Gul, an employee accused of misconduct during his tenure, has been released on bail while the institution has also initiated proceedings under the Anti-Corruption Act. Zareen Gul was found involved in misappropriation of funds amounting to Rs. 5.4 million in the year 2000. The amount was intended for the welfare and betterment of lower-grade employees. The administrative authorities at the time had reclaimed a portion of the funds and issued a warning. Zareen Gul had illicitly issued NOCs for the agency’s 6 to 7-acre land, which has an estimated value of Rs. 20 to 25 billion. Upon the institution’s request, the Supreme Court revoked the fraudulent allotment and instructed the Federal Investigation Agency (FIA) to conduct an inquiry. Zareen Gul, under FIR No. 55/2021 filed on November 20, 2021, is currently on bail. Zareen Gul is also implicated in the illicit allocation of three petrol pumps. Further investigations by the FIA regarding the petrol pumps are underway. In addition to termination from employment for involvement in illegal activities, Zareen Gul faces further disciplinary actions. Zareen Gul’s self-proclaimed position as the chairman of an organization holds no legal standing. “Baseless allegations against the DG Civil Aviation by corrupt elements are nothing new,” said the spokesperson. In the past, similar unfounded allegations have been levied against the current DGCAA. Whether it be fake licenses, issues concerning Benazir Bhutto International Airport involving billions of rupees, or reclaiming funds from the Pakistan International Airlines, these allegations remain baseless accusations. Accusations regarding Walton Aerodrome are misleading, baseless, and laughable. DGCAA is a civil servant enforcing Federal Government directives responsible for enforcing federal government directives. The land of Walton Aerodrome was transferred to the Punjab government for commercial purposes in 2020/21, following federal government approval. The project includes 76 acres under the Civil Aviation Authority and 70 acres under the Punjab Central Business District Development Authority. Under the Civil Aviation Ordinance 1960, the federal government directed the transfer of Walton land to the Punjab government. The Civil Aviation Authority is bound by federal government directives under the Civil Aviation Ordinance 1982. The Punjab government holds 48% shares in the Central Business District project, promising revenue in billions. The Civil Aviation Authority has acquired additional land for Walton Aerodrome, investing billions. Work on the New Walton Muridke Aerodrome, spanning 643 acres, is in its final stages. General aviators of Walton Aerodrome have been given the option to relocate to Allama Iqbal International Airport as per their choice. All general aviators, except Lahore Flying Club, have given undertakings to Lahore High Court that upon completion of New Walton Aerodrome, they will be relocated there. General aviators relocating to New Walton Aerodrome will be provided state-of-the-art facilities for one year without rental charge. Upon relocation to New Walton Muridke Aerodrome, general aviators will have access to state-of-the-art facilities. The current leadership of the Civil Aviation Authority maintains a zero-tolerance policy towards corruption. Corrupt elements within the institution, regardless of their status, will not escape accountability.

Business community witnesses slight improvement in sentiments: Gallup Survey

Largely pessimistic about the future, more of the country’s business owners now have developed a better perception of their businesses as the government of Prime Minister Shehbaz Sharif is trying to revive the cash-strapped economy.

A latest Gallup survey conducted in the first quarter this year finds that 47% of Pakistan’s businesses, especially those selling garments, commodities, stationery and gift items, perceive themselves to be in a bad or worse conditions. This shows a three percent improvement over the previous quarter.

The current business situation score on Gallup Business Confidence Index has improved by seven percentage points to 6% in 1Q2024 from -1% in the previous quarter, noted Gallup Pakistan Survey report.

“While economic security has not fully stabilized due to the ongoing political situation, the business situation score has improved regardless,” it said.

It said while the current business score on Gallup Business Confidence Index continued to recover for the fifth straight quarter, the future business score and direction of the country score see a reversal.

Asked about their expectations for future business conditions, the businessmen were pessimistic about the future as the net future business confidence score has worsened by 16% since last quarter and now stands at 4%, according to the survey report.

The business community’s perception about the direction the country is heading in was negative as only 20% respondents said Pakistan was heading in the right direction. The direction of the country score has risen to 60%, up 17 percentage points compared to the previous quarter.

“There is an overall decline in the future business and direction of country scores” between the third quarter of 2023 and first quarter of this year, the report observed.

Like the previous survey, inflation was the most cited problem as more than two out of four businesses would want the new government to control. The proportion of those who want the government to arrest the devaluation of the rupee has also increased.

“Political instability and taxes have taken a backseat in concern relative to the past quarter, while utility bills and business-related legislation have become more of a concern,” the report said.

Asked whether business conditions during past three months induced layoffs, three out of 10 businesses surveyed said yes. This number shows 6% decrease over the previous quarter.

Given the still backbreaking inflation and a slow economic activity in the country, businesses were asked about their sales this Ramadan and more than half of them said it had worsened. Only 18% said they are doing better.

Moreover, a majority, 73%, of the businesses surveyed do not have the hope that the newly elected government of Prime Minister Shehbaz Sharif will address the country’s business problems. Only 25% of the businesses surveyed were somewhat hopeful.

The survey reveals that while majority of businesses, 74%, did not make such complaints some service providers and manufacturers said they had to pay bribes in past six months ending March to run their businesses.

About half of the businessmen, 45%, think of the government as irrelevant for their business, while 23% look at it as a facilitator and 33% consider it a hurdle, according to the survey report.

Despite government’s claims to have reduced load-shedding, the number of businesses braving power outages has increased by seven percent to 45% this quarter compared to the previous one.

“After many quarters more businesses perceive that their current situation is better than before which is a positive news, said Bilal Ijaz Gilani, executive director at Gallup Pakistan and chief architect of the Gallup Pakistan Business Confidence Index Pakistan, in the report.

He, however, said pessimism about the country’s economic future as well as the direction of the country has deteriorated.

“Lack of certainty about both politics as well as economic policies continues to hurt the business community’s sentiment despite the fact that there is some improvement on the ground,” Gilani said.

He urged the country’s economic and political managers to pay close attention to bringing stability and continuity of policies.

Majority of businesses surveyed are not very optimistic about the new government, he said citing the latest survey results.

“Engagement and actively resolving business community issues should be therefore top priority of the federal and provincial governments,” said the executive director at Gallup Pakistan.

This latest survey is the 12th of a quarterly Business Confidence Survey that Gallup conducted across Pakistan. The Business Confidence Index is an important barometer capturing the sentiments of business community in any country and used across the world by policy makers. The survey was conducted with around 535 businesses across Pakistan.

NEUFF, an annual celebration of cultural diversity and cinematic exchange between Europe and Nepal, held its 2024 edition under the theme “Fifty Years of EU-Nepal Relations: Celebrating Cultural Diversity,” from March 20th to 23rd in Kathmandu, Nepal. Amidst a diverse selection of European and Nepali films, “Dhye Dreams” captivated audiences with its poignant portrayal of climate struggles.

All the assertions made therein are baseless and contrary to the actual facts. These baseless accusations are made with a hidden agenda to undermine the transformative and a game changer project at the Old Walton Airport led by the Punjab Central Business District Development Authority (PCBDDA) in collaboration with its profit sharing partners (i.e Civil Aviation Authority, Government of Punjab and the PCBDDA) . The letter is an attempt to sabotage the repute of all the stakeholders and to jeopardize the Billions of Rupees already invested in the project and the prospective national and international investment, worth Billions of Dollars, with ulterior motives and personal enmity and gains. Walton Airport’s decommissioning stemmed from its impractical location within densely populated urban areas, posing significant safety risks and hindering sustainable development. Consequently, the land was transferred after fulfilment of all requisite approvals of the Federal Government and the Board of the CAA which consequently resulted into a Tripartite Agreement between Civil Aviation Authourity (CAA), Government of Punjab and PCBDDA on profit sharing model with a three-year grace period. CAA was also given an alternative land of 480 acres in Muridke where the construction of aerodrome is in last stages. PCBDDA’s commitment to transparency is underscored by the meticulous conduct of auctions, yielding substantial investments in its current and future projects worth Billions. To date, the Authority has successfully auctioned 12 mixed-use commercial plots, securing a staggering investment of 61 billion PKR. It’s imperative to denounce baseless attempts aimed at sabotaging a project of national importance, evidently motivated by personal agendas. Notably, the timing of these allegations coinciding with international investment agreements suggests a concerted effort to disrupt Pakistan’s trajectory towards economic prosperity and urban rejuvenation.
